City Limits was a soul vocal quartet hailing from Philadelphia, evolving from the Overbrook Singers, a gospel group founded by Ted Wortham and Raye Walter at Overbrook High School. This group was notable for being the first gospel ensemble organized in Philadelphia's public school system since the abolition of Bible reading. Initially consisting of 50 members, they specialized in performing original songs, which distinguished them from similar groups. Notable members included Annette Guest, Rochelle Fleming, and Wardell Piper (known as First Choice). They achieved a significant secular hit with "Armed and Extremely Dangerous" on Philly Groove Records while continuing to perform with the Overbrook Singers until graduation. In the early '70s, Bruce Hawes, a member of the group, joined Philadelphia International Records, paving the way for the Overbrook Singers to become the label's first gospel group. By the time City Limits released their sole album, "Circles," on TSOP Records in 1976, the group had shrunk to a quartet comprised of Terri Wells, Clayton Wortham, Ronald Richardson, and Vicki Lyn Reynolds. They transitioned to a soul/pop group rather than remaining a gospel act.
