Test Dept. is a group formed in late 1981 in New Cross, southeast London, comprised entirely of unemployed individuals. Their diverse musical tastes, ranging from soul to classical, led them to create music using scrap metal salvaged from waste grounds and derelict factories, largely due to financial constraints and a disinterest in conventional rock instruments. Initially incorporating bass guitars and other standard instruments, they quickly transitioned to industrial percussion, which provided a stronger and more consistent sound. The group made a conceptual stand against Thatcherism, Totalism, and reactionary forces, notably supporting the Miner's Strike in 1984. They employed unconventional tools that demanded physical and psychological strength from both the audience and performers, and they also utilized unique settings and presentations. Under the banner of Test Department Productions, they staged impressive large-scale events in collaboration with other artists, such as 'The Unacceptable Face Of Freedom' and 'Goddodin.' In 1992, an offshoot called NVA was formed in Glasgow, focusing on staged productions, while the remaining core of Test Dept. concentrated on music. In 2015, they released the archive documentary 'Total State Machine' as a book with a CD/DVD. After parting ways with Some Bizarre in late 1987 with 'A Good Night Out,' they retained their Ministry Of Power label, which was later distributed by Jungle. The rights for some of their music can be found listed on their copyright holders' page.
